What Is A Black Car?

A Black Car is a For-Hire Vehicle (FHV) that must be affiliated with a Black Car Base. Black Cars are dispatched on a pre-arranged basis and more than 90% of the passenger payments must come in non-cash payment. Black Car vehicle owners must pass inspection at a Taxi and Limousine Commission (TLC) facility before affiliating with a Black Car Base. Most rideshare or app based companies like Uber, Lyft and Via are licensed as Black Car Bases and drivers affiliate with these bases to provide on-demand rides.

Do I Need Black Car Insurance?

Yes. In addition to having TLC plates and registration, the TLC requires all Black Car vehicles to have TLC insurance coverage. Black Cars which have 1-8 seats must meet the TLC minimum liability coverage requirements which are set at $100,000 per person, $300,000 per accident and $200,000 in personal injury protection. Vehicles with more than 8 passengers may have to maintain higher limits.
